Home / Glossary / HMO licence

What is HMO licence?

An HMO licence is permission from the local council to let a house in multiple occupation. In England, a licence is mandatory for HMOs occupied by five or more people forming more than one household.

Why it matters to landlords

Councils can also run additional licensing schemes that cover smaller HMOs in their area. Licences set conditions such as maximum occupancy and minimum room sizes, and usually last up to five years.

Letting an HMO that needs a licence without one is a criminal offence, and tenants may be able to claim back rent through a rent repayment order.
